The Mexican government has tried to put together a coordinated crackdown on the power of the drug cartels-with the result that the cartels are fighting back with extortion and bribery. As the Mexican law enforcement tightens its chase on lead cartel bosses, the collapsing organizations leave lots of low-level thugs and enforcers without income. So, they often turn to kidnapping and demanding protection money. In 2007, there were 4,000 reported extortion attempts in Mexico. By the middle of 2013, there had already been at least 5,335-and experts say the number might have hit 8,000-or twice as many as were reported 6 years ago. And the crime wave is impacting the tourist industry, too, especially after some high-profile kidnappings in the past few years involving American tourists.
