NBC Philadelphia reports that a 24-year-old student, at the university, West Chester University, is behind this innovation in drug distribution and disguising. And though it's most likely that he was only intending to sell his drug-laced candy to other students, parents, residents, and police officers all expressed concern that the candy could find its way into the hands-and mouths-of children.
